how to make a good goverment

How to make a good goverment its begin from the candidates who good spirit and understand all about religion who teach them. With the good spirit they can lead our country well, honestly, transparant and going away from corruption, collusion and nepotism. Why its very important? because if they do that they are afraid of sinful to others.
